Harrell averaged 5.7 points and 3.6 rebounds in 16.2 minutes per game as a freshman, backing up power big Chane Behanan. Harrell finished his freshman season by helping the Cardinals win the 2013 NCAA title, which was later vacated.

The Houston Rockets selected Harrell with the 32nd overall choice in the second round of the 2015 NBA draught on June 25, 2015. He signed a three-year contract with the Rockets on September 19, 2015. He made his Rockets debut against the Denver Nuggets in the team’s season opener on October 28, earning eight points and three rebounds in a 105–85 loss. Two days later, he scored 17 points in a loss against the Golden State Warriors. He earned his first career start on November 13, scoring five points in under 13 minutes of action as the Rockets lost 107–98 to the Denver Nuggets. Harrell was given a five-game ban without pay on March 28, 2016, for pushing a game. Several times during his rookie season, he was assigned to the Rio Grande Valley Vipers, the Rockets’ D-League club. 

The Los Angeles Clippers (2017–2020) are a professional basketball team based in Los Angeles, California. The Houston Rockets traded Harrell, Patrick Beverley, Sam Dekker, Darrun Hilliard, DeAndre Liggins, Lou Williams, Kyle Wiltjer, and a 2018 first-round selection to the Los Angeles Clippers on June 28, 2017. He set a season-best with 25 points in a 121–115 win over the Sacramento Kings on January 11, 2018. 

Harrell re-signed with the Clippers on July 24, 2018.

In a 112–106 win over the Memphis Grizzlies on February 22, 2019, he equaled his career-high with 30 points.
