He remained at Harvard after that, graduating in 1954 with an MA and a Ph.D. After that, Henry stayed as a Harvard professor and started the Center for International Affairs. He oversaw studies on nuclear weapons and foreign policy, proposing that the United States should aggressively employ nuclear weapons to win wars rather than depending on the “safety” of Mutually Assured Destruction (MAD).
